Description: Myanmar’s Steering Council for the Emergence of a Federal Democratic Union (SCEF), an umbrella resistance organization, has announced that it was open for diplomatic engagement with Myanmar’s ruling military junta. SCEF was formed in Mar 2026, with former members of Myanmar’s National Unity Government and several influential resistance groups. The organization has maintained a defiant position across its four months of existence, however, Thailand, China and India’s diplomatic engagements with Min Aung Hlaing in recent months have brought about the softening of their position. Thailand is expected to host Myanmar’s President on 06 and 07 Aug, when he will meet Thai Prime Minister, Anutin Charnvirakul in the latest diplomatic rapprochement. Other resistance groups, such as the Karen National Union, Kachin Independence Organization, Chin National Front and Karenni National Progressive Party were reportedly against the diplomatic engagement with the junta.
Impact: SCEF’s announcement to agree towards a political solution likely represents the initial result of Thailand and China’s diplomatic campaigns to legitimize Min Aung Hlaing as the President of the country. The move likely represents the initial step towards achieving some sort of a political consensus in the country, however, the end of the civil war is unlikely a short to mid – term prospect. SCEF’s objectives, which also include pitting the military under a civilian rule, would most likely come under heavy pressure from the already established military government, while further diplomatic engagement would likely depend on a unified front from all resistance groups. China is the most influential state actor in Myanmar and is highly likely to condition the outcome of the negotiations on protecting its infrastructure and geoeconomic interests in the country such as the vast rare earth mineral deposits. Thailand’s engagement with Myanmar is likely due to security and economic concerns, while the country might also likely position itself as a US proxy in the negotiations in order to counter China’s dominant influence, considering the close Thai – US relationship. Although some sort of a political framework is likely to be established in the mid – term, Myanmar’s civil war is unlikely to be resolved through several diplomatic engagements, considering the numerous ethnic and cultural grievances between the resistance groups and the military junta.
