Myanmar: Military Junta Pardons More than Four Thousand Prisoners

Description: Myanmar’s president, General Min Aung Hlaing, has announced that approximately 4,500 prisoners would be pardoned while death sentences would be reduced to life in prison. Among the pardoned is the former president Win Myint while Aung San Suu Kyi, who was ousted in the 2021 coup that ignited the civil war, has had her sentence reduced by four years. Pardons in Myanmar are common in light of the holiday and new year seasons with 180 foreign prisoners also being pardoned and deported from the country. According to the Assistance Association for Political Prisoners, there are more than 30 thousand political prisoners in Myanmar still awaiting their fate. The country has been ravaged by violence since 2021 when a civil war ignited in which several civil mobilization groups are fighting the military.

Impact: General Min Aung Hlaing, having recently restructured his administration and strengthened his grip on power, likely forwarded the pardons in an attempt to self – legitimize in front of the international community and reduce the military pressure from the armed civil resistance. The election in Myanmar was widely unrecognized since no opposing parties participated as Hlaing attempted to evidently enforce the military junta as the ruling government. The move would unlikely persuade the international community to recognize Hlaing as the country’s legitimate leader, however, it confirms China’s influence over the war, as Beijing evidently considers Hlaing to remain in power after the conclusion of the civil war.
