China: Chinese Hackers Steal AI Policy Data Impersonating US Official

Description: US cybersecurity company Proofpoint claimed it gathered evidence of Chinese hackers impersonating US AI experts and government officials in order to steal information on AI policy. Proofpoint stated that Chinese hacker collective, labeled as TA419, regularly targeted US and Japanese think tanks, universities or research institutes in order to gather information on AI strategy, policy or development since at least 2025. TA419 specifically used the identity of Lynne Parker, who was the former director at the White House for Science and Technology. Her identity and the identities of others were used to lure AI developers on password claiming websites after they received propositions for research collaborations or other cooperative initiatives.

Impact: China’s intense interests in western AI policy is highly likely to intensify in the short to mid – term period and remain a strategic intelligence priority in the long – term. China is engaged with the US in a grueling geopolitical rivalry where AI is at the forefront of industrial, security and economic competition which likely indicates that Chinese intelligence and cybersecurity services would rapidly advance attempts to penetrate western AI capacities in the short to mid – term period. MI5 warned that China extensively used universities, research institutes and think tanks for intelligence gathering yesterday, while today Proofpoint published a report that Chinese hackers are intensifying their cyberattack capacities. These indicators likely point towards enhanced activities of the Chinese government to obtain and exploit information that could put China ahead of the US and other leading AI development countries.
