US, Russia and Ukraine: US Peace Plan Unacceptable for Europe

Description: The office of Ukraine’s President has officially announced that Zelenskyy has received the latest US peace proposal in its full format. The plan, published by several media outlets, is comprised of 28 points which require serious concessions from Ukraine in order for the war with Russia to end. Government officials such as EU’s Kaja Kallas, French Foreign Minister, Jean Noel Barrot and Polish Foreign Minister, Radoslaw Sikorsky, have labeled the proposal a complete capitulation to Russia’s demands. Sikorski even went so far as to state that Ukraine instead of Russia has been punished for the invasion. Outside of land concessions and the downsizing of its military, Ukraine would also have to agree towards denouncing NATO membership and complete codependency on vague security guarantees which would be reportedly ensured by the US and Ukraine’s European allies. President Zelenskyy has so far stated that his cabinet was ready to actively engage in working on the proposed peace plan without addressing the concrete provisions.

Impact: The 28 – point peace proposal rewards in full the Russian invasion and compromises any future prospects for a stable, economically developed and energy independent Ukraine. The text from the document completely reads as a potential cooperation agreement between the US and Russia in terms of economic investments, Ukraine’s security architecture and Russia’s reintroduction on the global stage. The proposal arrives in a period when the Ukrainian President is facing severe domestic pressure to restructure his cabinet while his political integrity is being constantly questioned, due to the corruption scandal disclosed by Ukraine’s anti – corruption services. The agreement also favors Russia in terms of the latest developments on the battlefronts, as Russian troops have made substantial progress in the city of Pokrovsk and Vovchansk, however, the Kremlin seemed dissatisfied with the provisions, reiterating its concerns that the root causes of the conflict haven’t been addressed. Zelenskyy’s comments to take the proposal into consideration represent a pivot from direct denouncement of the negative provisions in order for Ukraine to be able preserve the little amount of diplomatic capital that it has left in relation to securing further support from the US. Russia has also distanced itself from the proposal, which exhibits little to no potential for adopting any of the proposed resolutions.
