Syria: Government and SDF Conclude Integration Agreement

Description: The Syrian government has confirmed the already concluded agreement in Mar 2025, to integrate SDF fighters and civilians into the current administration. The agreement arrives after the deadly clashes between the military of the HTS – led government and the Kurdish SDF forces in northeastern Syria and after the short-lived ceasefire negotiations leading to the eventual agreement. The agreement stipulates a full -scale integration of Kurds into the new Syrian constitution across the government and its military. Syrian President Ahmed Al Sharaa also issued a decree recognizing Kurdish national rights, effectively integrating them into the new Syrian constitution.

Impact: The integration of SDF into the new Syrian state constituted a major issue for President Al Sharaa, who reportedly managed to consolidate the new Syrian multi – ethnic state within a single territory and government. Major issues still remain and distrust between the various ethnic groups still persist since the violence of last year and the latest clashes between the Syrian army and the SDF illustrate that the new Syrian state is after all based on ethnic faultlines which represent a fragile nation – building basis. The expediency of the integration process would reflect the objective political will behind the integration of the Kurds within the new Syrian administration, which in the short – term could prove to be difficult.
