Iran and the US: Nuclear Talks to Resume with Preconditions

Description: Iranian Foreign Minister Abbas Araghchi has stated that Iran was open to reengaging diplomatically with the US under several predetermined conditions. Araghchi reinstated Iran’s position on its nuclear program claiming to be for civilian purposes and guaranteed by provisions outlined in the Non-Proliferation Treaty (NPT). The Foreign Minister stated that Iran was willing to negotiate if they received guarantees from the US that no more attacks would be conducted while some of the crippling sanctions imposed on Iran would be lifted as a sign of good faith. In the interim, the latest Israeli assessments on the US operation Midnight Hammer claimed that large portions of Iran’s stockpiled enriched uranium were buried deep in the Isfahan enrichment facility and were practically inaccessible. IAEA Director General, Rafael Grossi has stated that all inspectors from the organizations have left Iran, and a conclusive assessment of the country’s nuclear capabilities was impossible for the time being.

Impact: Iran’s preparedness to reengage diplomatically with the US represents a positive indicator and sows potential for the countries to reach a diplomatic resolution to the war and disputes surrounding Iran’s nuclear program. Despite the positive public signals, distrust still remains an issue as Iran couldn’t be guaranteed complete safety from future attacks, having its defensive capabilities depleted and having no constructive measures to retaliate. If the US is still committed towards diplomatically resolving the dispute, the lifting of some of the sanctions could be achievable in order to lure Iran back to the negotiating fold. Much would also depend on US foreign policy engagement prioritization, as the Trump administration is involved in brokering the Gaza ceasefire and is heavily invested in the Russia – Ukraine war. Direct or indirect diplomatic engagement is still unachievable for the time being as both countries are yet to reinstate negotiating conditions created by the effects of the 12 – day war.
