Description: South Korea’s Unification Ministry announced its plans to restart a railway project initially planned for 2015 that would connect Seoul with North Korea’s eastern city of Wonsan. President Lee Jae Myung stated that despite North Korea’s defiance to amend bilateral ties, South Korea’s objectives remained clear towards achieving reconciliation between the two Koreas. Lee additionally stated that his government planned on expanding the use of the Inter – Korean Cooperation fund to finance cross – border infrastructure development and cultural exchange programs. Separately, North Korea’s Director of the General Affairs Department of the ruling workers party and Kim Yong Un’s sister, Kim Yo Jong, rebuffed Japan’s rearmament efforts and stated that its renewed acquisition of long – range weapons would prompt North Korea to expedite ballistic missile development and other military options. North Korea and Russia are reportedly building a bridge that would be used for military shipments from North Korea to Russia’s frontlines in its war against Ukraine.

Kim Yo Jing’s threats to Japan’s rearmament push are likely consistent with North Korea’s constant expansion of its arsenal of ballistic missiles and other deterrence capabilities that are primarily established against South Korea. The railway project is highly likely going to be rebuffed by North Korea which considers reconciliation with South Korea a strategic disadvantage at this point, considering South Korea’s close ties to the US. South Korea would likely expand the venues of communication and insist towards joint rapprochement programs through infrastructure development and other forms of cultural exchange programs in the short to mid – term period. North Korea is highly likely to remain unphased by these developments and would highly likely expand its offensive and defensive military capabilities in the short to mid – term period.
